North Whitehall supervisors review plans

North Whitehall supervisors had two plans to review at their June 4 meeting.

The first was the Dollar General land development plan for Oakwood Lane.

Applicants were seeking preliminary/final approval and were requesting waivers on certain items in the ordinance.

Peter Spisszak, Christopher Sheaffer and Ted Donald discussed the plan with the board at length.

Oakwood Lane will be widened to two, 12-foot lanes with a 6-foot shoulder on one side.

A traffic study showed a left turn lane was not warranted.

Bernie Telatovich, Benchmark Engineering, representing the township, told the board from an engineering standpoint, he had no objections to granting the waivers.

In the end, supervisors granted the waivers and approved the plan contingent upon satisfaction of terms in the Benchmark Engineering letter.

Next on the agenda was The Ridings at Parkland. A small section of the property will be transferred to a neighbor.

This lot line adjustment was approved by the board.

Other matters related to the plan involved the projected stormwater.

A waiver was requested on the slope in the retention pond. Stormwater’s effect on neighboring properties was discussed.

Supervisors were not convinced by the developer’s attorney, Joe Piperato, and engineer Phil Malitsch, and voted to table the plan.

In other business, Parkland Hollow was granted a time extension until Aug. 6 and Manchester Place was released from its letter of credit. Swagelok land development plan was given a time extension until July 8.

The board also awarded bids.

Asphalt Maintenance Solutions received the following bids: crack seal at $24,794, Ultra Thin bonded wearing course at $177,741.50 and seal coat at $342,578.92.

Microsurfacing was given to Asphalt Paving Systems at a cost of $183,842.44.

Waivers were granted for 3429 Route 309 on the well isolation distance and groundwater study.

Township Manager Jeff Bartlett and Telatovich discussed certain policy items which they agreed should be changed in relation to stormwater.

Bartlett also urged supervisors to study other problems, including parking of RVs and trailers, parking on township roads and locations of Dumpsters and PODS type items.

Pictures were forwarded to the board for viewing.

The township office will be closed July 4 in observance of the holiday.
